In my opinion, we should really agree on one default mode for those particles, as well as the seldom used combinations of them with other particles (では and so on). Either use the transscription ('へ -> e, を -> o, は -> wa, では -> dewa and so on) or the transliteration (へ -> he, を -> wo, は -> ha, では -> deha).
